One option is to start a new game with all the settings you want, and copy them over to replace the game rules in your other save. I'm having this bug where Ulfric doesnt give For all the people thinking Galmar is the problem in the quest when you can't report in - ULRIC is the problem, i browsed web thousand times before understanding Ulric is the real one bugged character, second time it's happening to me on the Skyrim. Skyrim report to ulfric bug. I've sucessfully taken over whiterun and accepted Balgruuf's surrender and the next quest is 'the liberation of skyrim' which tells me to report to Ulfric but when i talk to him there is no 'report' option and i cannot progress in the questline. I've tried going to different camps and talking to the generals also talking to Galmar. And i cannot use the SetStage console command to fix it since.

The primary one I'm thinking about is the conclave education notifications, where, when you're a count, it might be feasible and even advantageous to micromange the education of every child in your court, but which gets extremely tedious as a king or emporer. The ability to change this rule mid-game would be nice, and changing this rule mid-game would not provide a major advantage. If you're concerned about people cheesing it, you could always make changing game rules break iron/bronzeman games. There are probably a few other game rules in a similar situation, but the conclave education one is the main one I thought would be both useful and not game-breaking.
TL;DR: Let us change our education pop-up game rule mid playthrough.
